GISTDA’s Earth Observation Constellation: Driving Thailand’s Space Economy and Data Sovereignty

   Building upon the successful development of Thai-led satellites, GISTDA is preparing to establish an "Earth Observation Satellite Constellation" comprising 18 satellites in total. This project will serve as a crucial national infrastructure, aiming to solve domestic issues and comprehensively generate space economy opportunities.

   Nowadays, Thailand heavily relies on satellite data across various dimensions, including agriculture, disaster response planning, prevention, mitigation, natural resource management, and national security. GISTDA, or the Geo-Informatics and Space Technology Development Agency (Public Organization), has continuously delivered this vital data to relevant agencies for practical implementation.

   Although Thailand has utilized THEOS-1 (Thaichote) and THEOS-2 for data services for over 17 years, the rising demand for satellite data and its increasingly diverse applications mean that Thailand's current number of satellites and data volume in orbit remain insufficient to address various time-sensitive problems.

   Dr. Pornthep Navakitkanok, Director of the National Satellite Assembly, Integration and Test Center, stated that "GISTDA's current satellite data cannot fully meet the demand. We also face constraints from using Optical satellites (which capture images within the visible light spectrum) and still depend significantly on foreign data sources, which come with considerable limitations. Consequently, we still lack the data required to resolve issues in a timely manner."

   For this reason, GISTDA has initiated a 6-year Constellation project for Thailand's Earth observation satellites. The goal is to leverage satellite data to elevate the quality of life, address the livelihood issues of Thai citizens, establish data sovereignty, and fully unlock space economy opportunities within the country.

   The rollout begins with the THEOS-3 satellite, designed specifically to meet agricultural demands. This satellite will enhance data alongside a total of 5 other satellites to mitigate risks, uncertainties, and expenses, while boosting yields through quality data on soil composition and identifying the optimal timing for planting and harvesting.

   Next, the THEOS-4 and THEOS-5 groups, consisting of 12 satellites, are planned to perform versatile operations. These include tracking hotspots and utilizing Synthetic Aperture Radar (SAR) technology, which can see through all weather conditions 24/7. These satellites will support security missions as well as disaster prevention and response of all forms, providing more suitable and near real-time data to maximize the safety of everyone's life and property.

   Following that is the THEOS-6 satellite, which will be a high-resolution Earth observation satellite dedicated to natural resources and environmental missions. Its objective is to ensure a healthy environment for Thai people, sustainably upgrade their quality of life, and operate in tandem with the THEOS-2 satellite currently in orbit.

   The development of this Constellation project has incorporated feedback and requirements gathered from various sectors to ensure the satellite fleet best addresses the practical needs of Thai users. Furthermore, during the satellite manufacturing phase, GISTDA aims to engage with more than 100 space-sector companies in Thailand to participate in producing or developing satellite subsystems, thereby generating domestic revenue circulation within the local industry.

   In addition, by developing a satellite constellation with diverse purposes and applications, this project aims to transfer advanced technology and knowledge to domestic personnel. This will cultivate a high-skilled workforce—including engineers, technicians, operators, and various specialists—totaling no fewer than 3,000 individuals, equipped with the essential skills required for the space industry both in Thailand and internationally.

   Equally important is the establishment of data sovereignty, meaning Thailand will no longer have to wait to purchase or request data from foreign agencies, which incurs expenses and restrictions. With this 18-satellite Earth observation constellation, Thailand can access the required data for specific locations in a timely manner. This serves as a guarantee for national security, transitioning Thailand from being a mere data consumer to a space technology creator, fully prepared to handle a changing and uncertain world for the benefit of all Thai citizens.
