AMETHYST: An Integrated Unmanned Aircraft Management System for Comprehensive Drone Operations

   The proliferation of Unmanned Aerial Vehicles (UAVs), or drones, has marked a significant technological advancement across various industries, including national security, cinematography, agriculture, and logistics. As this technology becomes more accessible and capable, the need for a robust regulatory and management framework is paramount to ensure public safety and national security.

   In response to this growing need, the Geo-informatics and Space Technology Development Agency (GISTDA), through its Space Technology Research Center (S-TREC), has developed the "AMETHYST" system. This initiative aims to provide a comprehensive, one-stop service for unmanned aircraft traffic management and operations.

   The current drone registration process in Thailand is fragmented, requiring separate registrations with the Civil Aviation Authority of Thailand (CAAT) and the National Broadcasting and Telecommunications Commission (NBTC). This creates complexity for operators.

   Dr. Sittiporn Channumsin, Director of the Space Technology Research Center, highlighted this issue, stating, "GISTDA is tasked with developing technology to support safe and efficient unmanned aircraft traffic management. Currently, drone registration is handled separately by the CAAT and the NBTC."

   To streamline this process, the AMETHYST system was developed. "We developed the AMETHYST system to function as a 'one-stop service' for registration. The information is then forwarded to the relevant agencies for their consideration and approval," Dr. Channumsin explained.

   Beyond simplifying registration, the AMETHYST system will also facilitate flight authorization requests. Operators can specify the date and time of their intended flights, and the system will route these requests to the appropriate enforcement agencies for approval. This seamless connection between drone users and government bodies is expected to enhance efficiency and accessibility.

   A core component of ensuring compliance and security is the mandatory installation of a Remote ID on all drones. Dr. Channumsin emphasized this point, "To effectively manage and monitor drone usage, every drone must be equipped with a Remote ID, which functions like a vehicle registration and GPS. This allows for tracking during flight." He further added that GISTDA has already developed and successfully tested the system to support both Broadcast and Network Remote IDs.

   The Remote ID system will empower government and related agencies to oversee drone flights, verify that operations align with authorized missions, and identify the ownership of any airborne unmanned aircraft, thereby maximizing airspace security.

   GISTDA's Space Technology Research Center leverages its extensive experience in developing sophisticated systems, such as the "ZIRCON" space traffic management system, the "GARNET" space object surveillance system, and the "JASPER" space weather forecast system. The knowledge and skills garnered from these projects have been instrumental in the development of AMETHYST.

   "While the data acquisition methods differ, the underlying principles are similar," Dr. Channumsin noted. "For instance, with the ZIRCON system, we track the positions of satellites and space objects to analyze and mitigate collision risks in space. This allows us to predict potential events." He identified a key challenge in drone management: while satellites have established tracking systems, many drones require additional hardware development to support Remote ID installation. Developing this detection equipment domestically will not only reduce procurement costs but also enhance the capabilities of local personnel.

   The development of this unmanned aircraft management system is a significant step towards creating a seamless traffic management framework. This could eventually integrate drone traffic management with conventional aviation and space traffic management, leading to more efficient and coordinated operations, such as during rocket launches.

   While the initial goal of the AMETHYST system was to simplify the complex procedures for drone users through a one-stop service for registration and flight permits, its continuous development and testing have revealed its potential to significantly bolster national security missions. By enabling the tracking and identification of all drones in the airspace, the system can help distinguish between friendly and potentially hostile aircraft. This capability is a crucial move towards a comprehensive, multi-layered airspace traffic management system that ensures the safety and security of all aerial operations.

   Dr. Channumsin concluded by emphasizing the project's ultimate goal: "We aim to foster a safer environment for drone usage. The AMETHYST system serves as a demonstration of the benefits of a UTM (Unmanned Aircraft System Traffic Management) system and the appropriate enforcement of Remote ID in Thailand. This will inform the drafting of more effective drone policies and regulations in our country."

   The research paper on the AMETHYST system, titled "From Concept to Sky Management: GISTDA’s UTM and Remote ID Initiatives and the National Outlook Towards 2045," presented by researchers from the Space Technology Research Center, received the Best Paper Presentation Award at the 5th National Aviation Symposium, organized by the Civil Aviation Training Center. This accolade underscores the system's readiness for implementation and its potential to serve the nation's best interests in the near future.
